Qualifications

Ray has a technical education and is detailed oriented and good with numbers. At the same time, he has a knack for getting to the crux of the issue, seeing the big picture and understanding how solve it, when others may miss the point, get distracted by partisan politics, or resort to chanting slogans. He’s been an active participant in local politics and has been keeping a watch on our various boards, city councils and other groups through Citizens’ Oversight Projects (COPs). In general, he wants to clamp down on overspending but is willing to make our government work for us, not against us.

Education:

  • Masters of Science in Electrical Engineering - Dec. 1986; San Diego State University.
  • Bachelor of Science in Electrical Engineering w/Minor in Computer Science - May 1981; San Diego State University.
  • Various other courses in writing, computer technology, biotechnology, medical devices, and government.

Public Service

  • COPS - Most recently, he founded Citizens’ Oversight Projects (COPs), a nonpartisan oversight group. This group has been heavily involved in the effort to limit the expansion of private military (such as the Blackwater West project in Potrero) and to support opposition to the Sunrise Powerlink. Also followed El Cajon City Council meetings and attempted to assist them in their $6.2 million deficit. COPs may expand nationwide. Currently working on election integrity issues with the County Registrar of Voters and the Secretary of State.
  • Past President of the Grossmont Community Concert Association (2005-2006.) Restructured the organization to better utilize the skills of the board of directors and eliminate the campaign committee. Ray's father, Harold Lutz, founded this organization in 1947, and Ray said it was a pleasure to see it still operational.
  • Cubmaster, Cubscout Pack 362 (sponsored by Foothills Methodist Church).
  • Various school and sports activities.

Work History:

  • Cognisys, Inc., Founder, President (11/1990 to present) – Electronic Engineering services company and developer of a number of products, with current product line being sold into the neurofeedback industry.
  • Adaptra Corporation, Founder, President (1998-2000) – Invented medical device and brought to market. Device is currently licensed for worldwide distribution.
  • Multifunction Products Association (MFPA), Founder, Executive Council Chair (1993-2003) – Gathered nearly forty major firms in the printer, scanner, copier, facsimile products industries to work together on multifunction technical and marketing standards. Held six annual conferences (“Integrated Office Conference”) and participated in drafting technical standards for the industry.
  • Creative Minds, Inc. DBA Chase Ranch Montessori School, CFO (89-present) – cofounded and developed a Montessori school with my wife, Jill Lutz. Forty-five student facility developed and opened in January 1995. Generally passive role in this business as our two boys are now in high school and college. Jill is actively employed in the business.
  • Previous technical experience – worked for a number of electronics-based businesses, including Talaris Systems Inc (Laser printers), Office Automation Systems, Inc. (Laser Printers), RDI Video systems (interactive video), Burroughs Corporation (Chip design), Wood Industries (Pac-Bell tracking software and devices), and the Naval Ocean Systems Center (NOSC – defense communications).
  • Other experience: Worked in a bicycle shop for a number of years and helped maintain approximately ten apartment complexes and several rented homes with my father.
